Key Performance Areas will include but not be limited to the following:
Drive and oversee the project from the start through to completion, ensuring the completion of work on time and within budget
Provide a lead role in the operational, delivery and monitoring of contracts and supplier performance
Negotiate sub-contractors’ orders and monitor sub-contractors’ performance
Manage contract creation, execution, and analysis
Deliver efficient savings for the SETA by adopting a strategic supplier performance management approach and work closely with Finance Unit to control and manage expenditure
Coordinate subcontractors and the construction team to meet contractual conditions of performance
Review the project regularly to ensure quality construction standards exist and estimates remain within budget
Negotiate agreement terms, manage construction contract drafts, bid on projects, and obtain permits to analyse and mitigate risks
Work under deadlines in a fast-paced environment to plan and coordinate all aspects of the building process from hiring contractors to working with engineers, architects, and vendors
Ensure that proper industry techniques and processes are utilized
Identify and mitigate risks
Prepare for internal and external audits
Communicate with the responsible parties to ensure that quality construction exceeds the required standards
Set high standards on the project to ensure that the stakeholders’ needs and wants are efficiently met
Prepare internal and external reports relating to project status and progress, estimates, deliverables and safety statistics
Hold meetings with the TVET College and the W&RSETA Management on construction project-related matters
Compile and provide all the required reports in terms of Governance and Government structures
Establish and maintain strong working relationships
Network, form partnerships and collaborate with stakeholders and identify stakeholder needs
Contribute and enhance the work and role of the Project Steering Committee
Monitor compliance with safety and building regulations and implement public safety measures
Analyse and evaluate operational performance, processes and resources in order to enhance production (i.e. sub-contractors, equipment, etc.)
Manage the budget for the project and achieve and/or exceed the project financial targets
Implement sound financial management in line with the PFMA, and ensure adherence and implementation of policies, procedures and any other applicable government policies
Ensure proper and updated record-keeping of all project documents, reports and compliance certificates, including financial related information
Supervise the construction project team to ensure that project work is completed on time and exceed the customer’s requirements
Implement the best performance management practices, coaching and mentorship methods
Lead the project team to achieve set goals and targets within set timeframes
Create and maintain a culture of performance and efficiency
Job Requirements:
Minimum Qualifications and Experience
Bachelor’s Degree in Civil Engineering or equivalent qualification
NQF qualification in Project Management
5 years’ experience in construction project management as a Team Leader/Supervisor in a built environment
Registration with the SACPCMP
Extensive experience in management of project teams
Knowledge of Quality Systems
Knowledge and understanding of the design and construction processes
Ability to use influence and persuasion to further the SETA’s goals to internal and external stakeholders
Clear understanding of technical requirements
Knowledge and understanding of the PFMA and National Treasury Regulations
Experience in a SETA/Public Sector environment will be an advantage
Proficiency in MS Projects
