Opportunity with the Southern African HIV Clinicians Society (SAHCS): Medical Technical Adviser

Purpose of the job:
The Medical Technical Adviser will be responsible for supporting the Southern African HIV Clinicians Society (SAHCS) in the development, publication and implementation of policies and guidelines pertaining to HIV in the region using medical knowledge and experience to enhance the policies and guidelines. In addition, the Medical Technical Adviser will handle the co-ordination and implementation of SAHCS publications: The Southern African Journal of HIV Medicine and HIV Nursing Matters.
There will be the provision of programmatic oversight and support, including strategic planning; programme evaluation; donor and internal liaison, compliance with donor requirements and reporting; and provision of support to SAHCS staff and members. And the Medical Technical Adviser will manage the data systems, website and online learning materials

Responsibilities:

Policies and Guidelines:
Provide strategic leadership, in consultation with the President and Society CEO, to the programme.
Work with the CEO to identify key policy gaps and the mechanisms to address these,
o Review of existing policy, construction of policy discussion documents, co-ordination of submissions, editing and final distribution.
Actively support members of the SAHCS and its key expert groups with co-ordination and development of policy documents.
Identify key advocacy areas with the SAHCS’s CEO and co-ordinate interventions that will bring about progress.
Represent the SAHCS at meetings, conferences and events.
Prepare policy briefs for the Board on new pieces of pertinent legislation, policy, political developments or recommendations.
Implement media monitoring strategies to comment on and review policy-related issues.
Produce timely and accurate reports on the above.
Develop guidelines as required and maintain and keep them updated
Implementation of programmes:
Support the editor of SA Journal of HIV Medicine.
Review key nursing policy and scopes of practice to inform the nursing publication.
Review the SAHCS database for utility, accuracy, relevance and ease-of-use.
Constantly review the content of the nurse publication, linkages of the magazine to cell phone networks and other initiatives communicating with nurses.
Work with the cell phone implementation programme, reviewing its utility, and exploit opportunities.
Identify skill, funding and other resource shortfalls, and suggest strategies to resolve these where necessary, with active sourcing of potential donors, partners and supporters.
Report to donors (through SAHCS CEO).
Provide a liaison function to DoH
Provide support to the CEO by ensuring that the project has a secure and expanding funding base in order to be able to realise its objectives.
Respond to donor queries relating to specific programmes in conjunction with the CEO.
Ensure contractual obligations and financial requirements of donors are met, in conjunction with the CEO.
Compile and collate narrative and annual reports in consultation with the CEO
General
Attend and participate in SAHCS meetings, organisational reviews and planning as well as other meetings that relate to the work of the SAHCS.
Implementation of the nurses’ capacity building programmes
Any ad hoc job functions that may be required by the Society within reason and skill level
Job Requirements:
Requirements:

Education
MBBCh degree essential
Post-graduate degree in public health and/or other relevant discipline an advantage
Experience
Medical knowledge and experience using MBBCh degree
5 years’ practical work experience, preferably with an NGO, implementation-focused donor or development organisation.
Experience and/or knowledgeable of the HIV/AIDS sector.
Experience and knowledge of working with diverse donors.
